Sir,

With reference to Mr. Hammond's letter of the 14th of August and to previous correspondence, I am directed by Lord Stanley to transmit to you a translation of a note from the Spanish Minister at this Court respecting the part of his Government in consequence of the war between Spain and the South American Republics that some modification may be made in the measures which have been burdensome to Hong Kong.
